The International Division for Maryland’s Office of the Secretary of State fosters global awareness and strives to increase the level and consistency of open dialogue and exchange between Maryland’s citizens and institutions and their international counterparts. It also encourages open communication and collaboration among Maryland’s state agencies and the Governor’s office.

The work of the International Division focuses on two special areas:

• Maryland Sister States Program: Established in 1980, the Maryland Sister States Program provides a forum for the promotion of international cooperation and understanding among participating states, regions, and provinces. It is chaired by the Secretary of State, steered by an advisory board of directors, and staffed by a group of citizen volunteers.
• Governor’s Subcabinet on International Affairs: Established in 2001, the Governor’s Subcabinet for International Affairs brings the state’s important international projects under one umbrella to ensure an effective and cohesive global strategy. It encourages open communication and collaboration among Maryland’s state agencies and the Governor’s office.
